The idea of creating an aerostatic disk-shaped aircraft (LA) is not new. Even in the Soviet Union on the basis of the Ulyanovsk Aviation Plant with the participation of the Moscow Aviation Institute and the design-engineering department named after Tupolev work was carried out to implement the ideas of disk-shaped aircraft into practice. Generated vehicle was fundamentally different in its form and structure from the classical balloons and airships. However, in connection with the elimination of funding, the program was closed.

Visit of President Dmitry Medvedev in Ulyanovsk last week, according to the governor Sergei Morozov, was quite positive and productive. Head of the region informed the government that the president supported his initiative and showed his willingness to come again to Ulyanovsk in the summer of 2010.

In Ulyanovsk, agreement for creating brand new flying machine - an aerostatic thermoballasted flying machine of "locomoskayner" type - was signed by the companies "Locomosky" and "Bedford Group". It was informed by the press office of regional government.

September 18 the official opening of the VIII International Investment Forum "Sochi-2009" has taken place, under which The Prime Minister visited the forum exhibition. Vladimir Putin visited also the booth of Ulyanovk rigion. Governor Sergei Morozov reported to the Prime Minister of Russia on realization of some capital investment projects in the territory of the Ulyanovsk region. The head of region has presented to Vladimir Putin the project of creation of the special economic area of port type.
